Introduction

The Local Government and Elections (Wales) Act 2021 has empowered CCR with statutory powers, enabling a more integrated approach to policy making and delivery. Therefore, CCR is developing a draft RTP for 2025 – 2030 that will help address current and future local and regional transport issues, by providing the framework for decisions on investment in the future.

Our transport system is integral to every aspect of our lives, influencing how we access education, work, healthcare, services and leisure, and dictates how our goods are delivered. Beyond just moving people and goods, our RTP aims to drive economic growth, address social and equality issues, and enhance resilience and climate change adaptation.

Transport for CCR is not just about transport: it is a means to deliver a stronger, fairer, and greener economy.

About us 

CCR is a regional body (also known as a Corporate Joint Committee) comprising of the 10 Local Authorities across South East Wales, and has been working successfully as a partnership since 2017.

  • invested millions in the South Wales Metro.

Our mission is to enhance the quality of life for local people through investment in people, transport, businesses, homes, and communities. With new responsibilities for strategic transport, planning and economic well-being, we are poised to achieve even more.

Our Vision

CCR is a vibrant and diverse Region at the social, political and economic heart of Wales. With a population of circa 1.5m people and an economy of £38.4bn, CCR represents roughly half the nation’s population and economy.

Our vision is to establish an efficient, affordable, low-carbon transport network that enhances quality of life, fosters shared prosperity, and supports a carbon-neutral region, where walking, cycling, and wheeling are favoured for shorter journeys and most vehicles are decarbonised.

Through the draft RTP, we want to support CCR’s strategic goals and create a region that is:
